There are two module positions where I suggest to place a horizontal menu: "user3" and "top" (not every template contains a "top" position).  A dropdown menu can be placed in the "user3" position (click here for the settings), and a simple horizontal menu in the "top" position with these settings.
 

Module 8

This is the 1. module in module position user2. Only the width of the page limits the number of the modules in this module position. They have equal width.

Module 9

This is the 2. module in module position user2. Only the width of the page limits the number of the modules in this module position. They have equal width.

Module 10

This is the 3. module in module position user2. Only the width of the page limits the number of the modules in this module position. They have equal width.
